Program Summary – Certificate Course
The United States Office of Personnel Management points out in its Classification and Qualification Guide that supervisors have a responsibility to not only be leaders, but to do so while exhibiting a myriad of adaptive leadership skills including: conflict management, continual learning, creativity and innovation, developing others, external awareness, human capital management, leveraging diversity, partnering, generating public service motivation, and team-building.
This stands in stark contrast to the focus on technical expertise we so often see early in federal careers. Participants in this program will be encouraged to explore adaptive thinking, how to create and communicate vision, and how they can engage with those they lead to create energized teams that exceed agency goals. They will work together in a cohort environment to build the inclusive skills needed to address the inevitable conflict that occurs in a fast-paced, diverse workplace. Finally, participants will learn to create and manage networks to successfully implement organizational change efforts.
Orientation
The program begins with a full day interactive Orientation. The Orientation serves to: familiarize participants with each other, the program staff, program requirements and logistics, policies, and expectations; provide team building opportunities; and to insure participants develop the level of trust needed for them to work collaboratively as a member of a cohort. Orientation will include an overview of the program including the program purpose, primary developmental areas, participant responsibilities, and an overview of the courses.
Through the creation of norms, expectations, and the development of social capital, participants generate the relationships necessary to learn from the faculty, and, most importantly, from each other. The trusting, vulnerable environment created during the Orientation session benefits participants by enabling knowledge transfer among the cross-functional mix of cohort participants, exploring the mechanisms necessary for honest feedback, and bolstering the ability and confidence to recreate the same environment with those they lead.
Participants receive a journal at Orientation which they will use throughout the program for self-reflective exercises. Journal writing is a well-established way to record, reflect, and continue to learn from experience and reflection. In the Executive Leadership Supervisor Leadership Development Program, journal writing will support both informational learning (course content, skills, and behaviors) as well as transformational learning (mindset, reflection, heart, soul). These combine to allow the participants to challenge their habitual patterns along with the values, assumptions, beliefs, and expectations that underlie their actions.
Competencies Included

Program Summary – Certificate Course
Coping with volatility, uncertainty, complexity, and ambiguity (VUCA) is the hallmark, and the new normal, of today’s interdependent world. VUCA challenges profoundly influence how leaders lead, make sense of the world, and take action to make a difference. In addition, today’s participatory workforce expects organizations to utilize their talent, drive, and skills in ways that are much more interactive and collaborative and much less bureaucratic. They have a high need to work for leaders who inspire trust and articulate a vision that connects the organization to a greater purpose.
The sequential, five-course program, Key Executive Leadership Mid-Level Manager Leadership Development Program, provides participants with ideas, techniques, experiential exercises, and contemplative reflections to guide the development of the leadership needed for today’s challenges.
The program is particularly appropriate for GS-levels 13-15 and for those who are looking to enhance their leadership abilities and prepare to take on a larger role, and greater responsibility within their organization.
The program is based on the following premises: · In an unpredictable world, leaders must change the way they think, engage with others, and take action, · Leadership is a choice, not a title, · One can lead at any point in their life, from anywhere in their organization, and even if they have no direct reports, · Leader development is a continuing, personal journey anchored in self-awareness—a deep understanding of one’s emotions and how one’s feelings affect others and one’s job performance, · Leader development requires a systematic plan, continually honed, to support continued growth, and · In today’s world, collaboration is not an option; it is an imperative.
The program includes the following components described below: an Orientation, a Leadership Circle Profile (LCP) 360 evaluation, a debrief of the survey with an Executive Coach and the creation of a personal leadership development plan, and five courses.
